We have the exact same scanrio, in production, and
have tried every backup technology there is at one time
or another. We run ospf to 2 main hubs, with a spoke
to each at the branches, all branches are 8-5 M-F and
some Saturday.

After many iterations of different back-up configs our
conclusion resulted in floating static with time-range acl's.
We block redistribution of the ISDN networks with the serial's
up and the Serial interfaces with the ISDN's up.

Both serial interfaces go down, the floating static kicks in and
the networks are re-established over the ISDN network, with
OSPF re-learning the routes. We tie the time range into the
dialer-list acl.
