Hi. You have to attempt the lab portion of the exam within 18 months
after passing the written. If you don't attempt the lab within 18
months then the written will expire. If you fail on your first attempt,
then your written is valid for another year, during which time you must
attempt the lab again. You have a total of 3 years from passing the
written, as long as you make the required attempts.
So in your case, it looks like if you wait to take the lab on August 23,
your written will have expired and you will not be eligible to take the
lab. It sounds like you should try to get a lab date within the 18
months, if you can. Your best bet is probably to contact the
appropriate email address for the CCIE lab and explain your particular
situation.
