Yes. The higher number assigns a higher priority to the router.
Cisco Press may impress readers with the Cisco imprimatur but their
books are just as full of errors as other computer books. One could
blame the tight economy and lack of funds to carefully proofread, but
O'Reilly manages to publish excellent errata pages.
I will post my personal errata list on this book separately.
