How to Allow only one MAC address and IP Address

In a practice lab there is PC with gievn MAC address and IP address. How would I allow only this MAC and IP address to be able to use/access a port on the a Catalyst Switch. I must not use ACL or filters?

May be I can configure a static permenat ARP cahe entry like this (?)

IP = 192.168.250.250 point to MAC= 005.006.00.7 and allow thios to be permenant cache entry.

Does anyone know if this is the only/correct way?
