I am going to venture to guess that it is not a L3 3550, or you do not
have the command "ip routing" in the config.
If you do not have IP's assigned to the vlan interfaces, you probably
will get an error when you execute a "sho ip int" command.
Also a Vlan will sho down/down until there is an active port in the
Vlan.
