Thanks for your help, Kym.
But, I need to further confirm the followings:
1. "interface ethernet 1" is the incoming interface of the last hop
router.
2. "ip directed-broadcast" allows interface ethernet 1 to accept directed
broadcast.
3. "ip broadcast-address 178.21.34.255" allows interface ethernet 1 to
accept directed broadcast with destination address of 178.21.34.255.
4. 178.21.34.255 is actually a directed broadcast address for the subnet
connected by the outgoing interface of the last hop router. In other words,
the outgoing interface of the last hop router is in the subnet
178.21.34.0/24.
5. Then, any commands needed on the outgoing interface of the last hop
router?
Thanks again.

broadcast address statement in your config would reference the outgoing
interface (where the non-multicast-capable-hosts are located).
