Default -- MEDs from one ASxxx are not compared to MEDs from ASyyy

Default -- MED's are compared in an almost random fashion -- depending on
where the prefix is in the BGP table.

BGP Deterministic MED -- Compare all of the MEDs from ASxxx to all other
MEDs from ASxxx, compare all of the MED's from ASyyy to all other MEDs from
ASyyy, Compare all of the MEDs from ASzzz to all other MED's from ASzzz.
Then compare the Best MEDs from x, y and z IF always compare MED is set.

BGP Always compare MED -- Compare MEDs from different AS's.

the 1st is for inter-AS; 2nd is inter-AS.
for confederation, use ' bgp bestpath med confed'
