dialer load-threshold load [outbound | inbound | either]

load
             Interface load used to determine whether to initiate
another call or to drop a link to the destination. This argument
represents a utilization percentage; it is a number between 1 and 255,
             where 255 is 100 percent

So, in your case:
Your bandwidth you need to consider is 64000
If you want to bring up the link at 32k load that is 32/64= 50%

50% from 255 (load at 100%) is - 127.5

So your command is
dialer load-threshold 128 either

or dialer load-threshold 128 either

I think the second one is correct but nearly all books give me the first
one. Do we need to calculate the load based on 2B?
