You will need to enable frame-relay traffic shaping at the physical
interface if you are using a frame-relay class map. If you have more than
one subinterface, placing the class map at the physical interface will make
it a default configuration for all subinterfaces. I would not use
service-policy out on a frame interface - use a class-map and then do
service-policy out within the frame-class config. As far as ip rtp hc,
place it on the interface or dlci that you want to compress. If you place
it on the phy int and you have many pvc's, you will need to make sure that
your remote ends are configured properly.
