Question on FRTS

This is what I understand from the following:
 
map-class frame-relay test
 no frame-relay adaptive-shaping
 frame-relay cir 256000
 frame-relay bc 300
 frame-relay mincir 128000
 
256000 is the physical bandwidth of the access.
128000 is the CIR for the PVC.
300 is the committed burst.
 
From what I understand, a bc of 300 will only let traffic burst 300 K past the mincir. Is this correct?
