The difference is redirect out will put some constraints on the
performance, since it will need to check ALL packets going through the
router. Redirect in will only check packets coming in through that
particular interface, so therefore, it will be faster in
checking/redirecting the packets to the CE. Make sure you have IP CEF
enabled. This will greatly enchanced the performance.
