I read this as not having the limitation of only configuring R4

So I used an AS filter on both routers in AS34 outbound

 match as-path 44
 set community no-export

route-map comm1 permit 20

THis approach does not solve the problem.
The only way that worked is to configure this on the ipcloud router.

Does send-community support "route-map in"
