Barry,

THe next-hop-self command sets this router as the next hop for all routes
advertised to the neighbor for which this command was issued.

Normally the EBGP next hop address is preserved. However, if that next hop
is unreachable by one of your IBGP peers, the route will not be marked as
valid by that peer and will not be installed in the routing table. To
remedy this, issue the "neighbor x.x.x.x next-hop-self" command to all IBGP
neighbors that cannot reach the EBGP next hop address.

So to summarize, next-hop-self is only used on IBGP peers and only on those
IBGP peers that cannot reach the EBGP next hop.
