I have cat 4006 with sup III and i wish set PBR for a particular vlan so that
traffic for that vlan goes out through a specific IP.

Not enough information. 4006 is a layer 2 device unless it has a layer 3
module or the supervisor is a SupIII or SupIV. As you know, layer 2 will
not do any routing for you. So, what actually is the goal? what is the
topology like?
