Yes, you can always enable pruning eligibility, but unless the correct
conditions exist it will not do anything. This means most obviously that the
vlan must traverse the trunk, either by manual assignment or VTP domain
addition. Then there is the requirement that the vlan not be in use to be
pruned. Without VTP the existance of the vlan would be via a deliberate
action and would hence override any pruning.
Decision Tree would be - Per Vlan, Per port:
Is VLAN X nailed down (manually configured)
IF NOT then IS VLAN in USE
IF NOT then is VLAN prune-eligible
IF YES, Prune vlan
IF YES, END
IF YES, END
Implicit DO NOT Prune
