During the first time interval you're allowing twice as much data to be
transmitted as normal.

Bc= Normal rate with no congestion
Be= Bits transmitted over Bc in the first time period

What does this (BC=BE) imply in CAR?

i.e;
rate-limit input 15000000 2812500 2812500 conform-action transmit
exceed-action drop

Thanks in adv.
