IMHO if this was HW related issue the problem would be seen persistently.

Have you tried changing your IOS ?

Are the WIC's genuine Cisco parts or replica ?

I purchased several 2600 wic-t1 serials from a vendor in Hong Kong, and the
whole lot of them seem very flaky. I often get no keepalives being sent.
Sometimes I can spot it by the "yourseen" number never increasing above
zero, and sometimes keepalives don't even start (a bit harder to recognize).
Here is a sample "debug serial interface" output showing non-incrementing
yourseen. 00:20:25: Serial0/0(out): StEnq, myseq 3, yourseen 0, DTE up

The confusing part it, no matter how many times I reboot the router, it
doesn't fix the problem, but if I pull out the card just enough to unseat
it, then push back in, it works again for a week or so. Has anyone ever seen
something like this?
