I think for TCP encapsulation you can't use
queue-list 1 protocol dlsw 1.
It is recommended this option should be used only if
you are using Direct encapsulation.

It is suggested the queue-list 1 protocol ip list 101
option if you are using TCP.

access-list 101 permit tcp any any eq 2065
access-list 101 permit tcp any eq 2065 any
access-list 101 permit udp any any eq 2067
access-list 101 permit tcp any eq 2067 any
access-list 101 permit tcp any any eq 1981
access-list 101 permit tcp any any eq 1982
access-list 101 permit tcp any any eq 1983
