Look at what is needed AND what stops an adjacancy forming between ospf nei. and then look at the knobs that adjust these things. ie.... timers, type of network it is traversing and how does ospf
communicate. Just a couple of things to think about. I could give you the answer but you will need to understand the whys, and why nots of ospf across frame.
