You are right. CiscoSecure tacacs + allows you to set the privelege
level
for each user.

Cisco ACS works great.
It authenticates TACACS and RADIUS requests simultaneously.
Last time I checked it was around $3K for the software and SmartNet is
$1K per year.
It isn't cheap but it works well.
