If you do use the "show ip ospf virtual-links" command look at the
"adjacency state" to determine if it's really working or not. Do not go
by the "down/up" part of the command. Up or down only specifies if the
link to the neighbor is up or down not if the virtual link is actually
working.

I wouldn't trust show ip ospf virtual if I were you. It sometimes shows
the
virtual link as up when it is often quite clearly down. Much better to
use
the show ip ospf database on the remote end of the virtual link. If it
shows area 0 LSA's you can be sure that the virtual link is up and
working
properly.
