"ppp authen chap callin" means R1 will only initiate CHAP when being called.
So
1. when R1 calling out, no CHAP req will be sent to peer.
2. when R1 being called, it sends CHAP req.
Of course you can make R1 not to send CHAP req at all time(only R2
authenticate R1 no matter it's callin or callout), but it's not applicable
in real world.
