OSPF Error

I'm trying to setup ospf between a 3550 and a router and I'm getting to
following error:

01:17:30: %OSPF-5-ADJCHG: Process 1, Nbr 153.1.120.20 on Ethernet0 from
EXSTART
to DOWN, Neighbor Down: Too many DBD retransmitions

Can someone point me in the right direction as to what is going on? I'm
tyring to setup the link as Area 0 but to no avail.
