This is not going to work because the precedence value will be set for all
udp traffic at the ingress of atm3/0 (this how PBR works) IP local policy
would work and set the precedence only if the voice traffic is generated
locally, If not, it will not work. Finally, If the voice traffic is
generated locally, you will be better off setting the precedence under the
dialer-peer voice command.
