    I'm still not sure if this is right, but I'm assuming that each site has
two ISP-provided DSL routers, connecting to internet.

Assuming that, there is no way that you can reach a private address
(192.168.x.x) over the internet without some help. Even if all the DSL
routers are performing NAT, they won't touch the destination address. What
I think you want to do is create two tunnels, one over one pair of DSL
routers, and the other tunnel over the other two. Then your two static
routes will point to the opposite end of the tunnel, and do per-destination
load balancing. Whether or not you need encryption is up to you. Keep in
mind that GRE tunnels used to have a habit of claiming that they're up when
they're not. I think playing with keep alives or actually running a dynamic
protocol over the tunnels should help out. Also for this to work, you need
to make sure that the DSL routers have a static NAT for each Cisco router
ethernet interface. PAT won't work with GRE or IPSec.
