The OSPF Router-ID is chosen in the following order
1) Highest IP address of a loopback (if multiple loopbacks, it uses the
highest ip address)
2) If no loopbacks, then chooses the highest IP address on any interface
that is up/up
That being said, I normally statically define my RID within OSPF (and BGP)
too
What interface on your router is 7.255.4.251?
