My guess is a mismatch between your router console port's line rate and
your hyperterminal baud rate.
You also might try connecting to the Auxiliary port and see if anything
shows up.
BTW, sometimes it helps to open hyperterminal first, and THEN power on
the router.
The 2500 router normal config register setting is 0x2102 which sets your
console line speed to 9600 bps. Here's a basic check: since you say that
console sessions on other routers work, type "show version" on one of
the working routers and look at the bottom of the output to verify the
0x2102 setting. To be thorough, verify terminal settings in
hyperterminal for baud rate, data bits, parity bits, and stop bits are
set to 9600,8,none,1.
Bits 5,11,12 in the config register control the console line speed which
you might think would give you eight possibilities. But there are only
six working speeds: 38,400 - 19,200 - 9600 - 4800 - 2400 - 1200.
Try changing the speed on your terminal emulator to each of the above
baud rates to see if you can bring up a console session. Once you do get
a console session up, change the config register back to 0x2102. If this
is an unfamiliar topic (which it should not be since you are a CCIE
candidate), in addition to the many CCO web page, pages 26-47 in Karl
Solie's "CCIE Practical Studies Volume I" contain detailed descriptions
of the configuration register and password recovery.
