Yes, they are the same
Actually, area ID is identified by 32 bit, hence like IP address is can
write as dotted-decimal way.

So area 0 = area 0.0.0.0 ; area 300 = area 0.0.1.44 ...ect...
Note that some non-cisco routers don't understand area 0 but 0.0.0.0
