Correct me if I'm wrong, but do you need 'ilmi' after the pvc 0/16 ?

1. Configuring Communication with the ILMI
In an SVC environment, you must configure a PVC for communication with
the Integrated Local Management Interface (ILMI) so the router can
receive SNMP traps and new network prefixes. The recommended vpi and vci
values for the ILMI PVC are 0 and 16, respectively. To configure ILMI
communication, use the following command in interface configuration
mode:

Command Purpose
pvc [name] 0/16 ilmi Create an ILMI PVC on an ATM main interface.
