I'm pretty sure this isn't the case. Level One only routers look for the
ATT bit set in L1 LSPs and set their own default toward the closest of 1-N
routers which may have this bit set. This has nothing to do with
CLNS. CLNS routing is not required for ISIS to function, nor does it need
to be automatically turned on. I believe a number of IOS builds do in fact
add this command to the config, but I expect the newer ones do not. I
don't have a clear idea of which trains/revs do which however.
