In my opinion the behaviour is as follows

linger = 0 --> backup stays active until it fails, even if the primary is
active;
linger = x--- > backup stays active for x minutes after the primary recovers
and then terminates all sessions.
ommission of the linger option ---> sessions remain active after primary
recovers , all new sessions occur over the primary.
