DR and BDR elections are probably taking place on per vlan basis. This is
normal OSPF behaviour.

Is adversely affecting any of your connectivity or serivices ?
if so please mail me your configs and diag if possible but this does sound
like a disign issue.

Subject: Multiple DRs in Area 0?

Can someone explain to me why an OSPF Area 0 will have multiple DRs? Yes,
multiple DRs and in the same area! It is happening on our network. This is a
network with 5 Cat6509s running ios in a single OSPF Area topology, ie.,
just Area O. Pls some of you OSPF gurus enlighten me on this. Thanks.
