I believe the following to be true
The 5 byte header has a VPI/VCI reference to get the cell to the next ATM
switch. Something like a DLCI in frame relay. The NSAP (20 bytes for a
complete address) is a higher level/layer address used by the ATM client
that is considered as data to be carried within an ATM cell.
