I think this is done with QoS queuing / wrr
configuration with possible use of the expedite queue.
Couldn't find anything in document with this sample
exactly but QoS seems like the only area where this
could be achieved. Would have to do a per-vlan qos map
to map certain values to each vlan so the traffic can
be weighed.

I'm not familiar with the lab scenario you're doing so
might be barking up the wrong tree.
