Here is what I have on my router which works just fine. I think the problem
your having is the first octet after 49. needs to be defined which id's the
area for the routers. the next 3 id the router and the last one is a
selector id. Caslows book explains it fairly well. I am still really slow on
isis and have to say thank god for ospf as the main link state out there at
least in my world.

I've been trying to get a simple ISIS scenario working without much luck.
Basically, R1 is connected to R4 via a back-to-back serial cable. Here's
my configs...

clns routing

ip address 172.16.14.1 255.255.255.248
ip router isis

Everytime I enter:
net 49.0000.0000.0000.0001
in router 1 under router isis, I get the message:
%CLNS: System ID (0000.0000.0000.00) must not change when defining
additional area addresses, however, if I do a show running-config again
after entering the above command, underneath router isis, there is
nothing???
Regardless, when I do a show ip route, I do no see any ISIS routes :(
