Because the SVI's all have ip addresses you can telnet to anyone of them. As
long as they are all in your routing protocol and your clients gateway knows
about them you can telnet to any one or all of them. Hence what is a
management Vlan. I know i many of the places I have worked they specifiy a
Vlan for manageing devices but only by propogating a particular Vlan number
and say on a 5500 putting Sc0 into that Vlan designated for management.
