i will try to shed some light!!
isis retransmit-interval - the time BETWEEN RE transmissions of a SINGLE
lsp.
isis retransmit-throttle-interval - the MINIMUM DELAY between
REtransmissions of lsp's on an interface.
what i take form this is one or more lsp's may be dropped on an interface
and each of those must be REtransmitted. the "isis retransmit-interval"
controls the retransmission for each SINGLE lsp, and the "throttle" controls
the rate at which VARIOUS lsp's are resent.
