Actually to clarify, this issue might be resolvable depending on the
topology. However, in the below topology;

R1--EBGP---R2--R3--R4

Where R3 reflects to R4 and R2, using OSPF and BGP synch, learned routes
from R1 at R2 will not synch on R4.

If you have a way of fixing this that doesn't change IGP's or remove IBGP,
you'd be the first one to post one.
