Use local preference to reduce outbound traffic
neighbor <neighbor IP> route-map SET_AS_PREPEND out
neighbor <neighbor IP> route-map SET_LOCAL_PREF in
route-map SET_AS_PREPEND permit 10
set as-path prepend <your AS><your AS><your AS>
route-map SET_LOCAL_PREF permit 10
set local-preference 20
