Sage,
You need to specify the wildcard mask with the distance command and not the
subnet mask.
In your setup, you are matching updates coming from any source with the last
2 bits set to (2- 0,1- 1)and sets the distance to 200.
Use any of the the following syntax:
distance 200 116.16.16.1 0.0.0.0
or
distance 200 116.16.16.0 0.0.0.3
