OSPF is active only on loopback 2. So your issue R2 not seeing
155.100.16.128/25 isn't with redistribution.

Remember that IGRP can't handle VLSM. Change the mask for the serial link
net to 25 bits and you should then be able to see 155.100.16.128 on R2.
