Herein lies one of the differences between policing and shaping. With
policing, you're allowing for a certain amount of bursting such that TCP
between the end-nodes polices itself to your desired commited rate.
Excessive bursting will lead to dropped (vs. delayed) frames. This is
necessary to "close the window." With shaping, you begin delaying
(buffering) excess bursts such that the flow is "smoothed" over time to your
desired rate. (of course, there isn't infinite buffer, so if it's exhausted,
frames are dropped)

So with policing, if you were to graph throughput over time it will look a
flat-topped (clipped), while with shaping it will look "smoother." Policing
will make the link look the most like a smaller pipe, but dropped frames are
inevitible unless the end-nodes police themselves.

You may also want to investigate Packeteer's Packet Shaping technology,
where an appliance in the middle actually fiddles with the TCP windowing on
the fly.

I will make it more clear. Actually we have a fiber link to one of our
customer (ETTx). We have a 3550-12G and the customer is having Cat6500. But
we dont want to give him a bandwidth of 1000Mb. But he will be still putting
the traffic for 1GB bandwidth at his end. We want to use some type of
traffic policing so that the excess traffic that arrives at our port (10Mb)
doesnt get dropped due to the bandwidth reduction. Also how to reduce the
bandwidth from 1Gb to 10Mb. I doubt whether the "bandwidth" comand under Gig
interface will help.
