Reduce the bandwidth of Gig Interface

HI,
I will make it more clear. Actually we have a fiber link to one of our customer (ETTx). We have a 3550-12G and the customer is having Cat6500. But we dont want to give him a bandwidth of 1000Mb. But he will be still putting the traffic for 1GB bandwidth at his end. We want to use some type of traffic policing so that the excess traffic that arrives at our port (10Mb) doesnt get dropped due to the bandwidth reduction. Also how to reduce the bandwidth from 1Gb to 10Mb. I doubt whether the "bandwidth" comand under Gig interface will help.
