this sounds like a possible clocking issue to me.
take a look at the circuit presentation and check your configs.

Sorry for the OT. Please give your advice for the case.
My customer use a 3640 router connecting to an overseas site via leased
line.
The problem is when he ping the remote serial interface, only about 70% is
succeed.
The serial is using just configured with an ip address, hdlc encap.
I swap another 3640 router, same result. I think my router's condition is
fine
as I use it frequently.
But, when I swap to a 2600 router, using the same config, modules and cards,
everything is ok.
Thus, what I saw is, using a 3640 router, not work. Use a 2600 router,
working
fine.
Please suggest what action I should take?
