Charles,

The 135.1.20.0/22 between r3 and r4 will not get redistributed into IGRP because it is classfull. When you ping from r3, your source address is going to be 135.1.20.3. The request will get to the other end ok (you can confirm this with "debug ip icmp"), but the reply does not have a route for the return path.
