Kym,

Per the URL, the 4000M only supports 4 or 8 MB Flash:

Description Cisco 4000-M Cisco 4500-M Cisco 4700
                

Flash Memory 4 or 8 MB 4, 8, 16, 32, or 64 MB 4, 8, 16, 32,
or 64 MB

I'm swapping the 16 MB module with the 8 MB Flash module.
