Another option would be a box like the Adtran Atlas 550, which is designed
for telco emulation/muxing. The one I bought was for my CCIE lab ISDN BRI
simulation, but it'll do FXS/FXO as well (as well as T1, PRI, HSSI, etc.).

I would be surprised if this works.
Telephones and modems (POTS devices) need battery power to
carry is signals over the line. Telco or PBX usually give this.
If you put a couple of modems back to back, no one is going to provide
it. There are some modems capable of driving point to point lines,
but they are rare, and you would better of just using a console
cable between two aux ports, cause in a leased line there's no
dialing involved either.
IMHO, if you want to play/learn of dialer maps et. al., you'd better
find a cheap PBX.
