Hi,
On R2 use point-to-multipoint subinterface.
On R4 being a physical interface use command the ip ospf network
point-to-point.
On R3 create a point-to-point sub interface and adjust the ip ospf timer
hello interval as 30 sec.

Have the R2 as the DR by making ip ospf pri 0 on R3 and R4.

In this case, creating a transit-pvc between R3 & R4 is optional.
