RIB failure(17)

Can someone please explain why I see a rib failure for a particular route?

INT-router-2#sh ip bgp 24.x.x.x

BGP routing table entry for 0.0.0.0/0, version 177713

  Not advertised to any peer

    66.207.x.x from 66.207.x.x (66.207.x.x)

     Origin IGP, localpref 100, valid, internal

I am grepping the table using inbound AS-path filters to grab only routes
that originate from the connecting AS, and its neighbors.

Example: Ip as-path access-list 25 permit ^(12021)+_[0-9]*$

Now, my guess on this is that I'm getting this message because this route
(and others like it) are not in my routing table.
Can anyone maybe elucidate a bit?
