Basically,
PVC refers to RFC 1483, it's simaliar to a P2P link accross the ATM cloud.
CLIP refers to RFC1577, it's SVC based, your router should setup a SVC
through UNI/SPAN interface to a CLIP server which acts as ARP server.
One other point, there is PVC based CLIP, it's quite simple and you don't
need to worry about it.
By the way, there is no such interface/sub-interface restriction. They can
work on int or sub-int.
